I have the honour to acknowledge the receipt of your despatch of the 23rd, ultimo on the subject of the Green Island Cement Company's case.
I have repeatedly stated in my despatches that this case has long been closed and have requested that you would comply with the undertaking frequently given by the British Minister and yourself to make no demand for compensation. The various side issues which have been raised have no relation to the point at issue as I have more than once pointed out to you.
In your despatch under reply you state that the Green Island Cement Company have put forward the suggestion that one method of coming to an agreement would be to hand over the
Canton Cement Works to them to work in comection with their ow
factories. Such a suggestion, however, is not even remotely con- -nected with the original request that the embargo on the export
of limestone should be removed and, indeed does not merit dis- -cussion. Freedom of trade is allowed in all countries: the Green Island Cement Company and the Canton Cement Works can each carry on their business without harm to the other and there is no necessity for any amalgamation. Your contention that the Canton Cement Works, being a Goverment concern, is injurious to British mercantile interests implies, in effect, that China is precluded from engaging in any form of business in which British merchants in Kwangtung are engaged. Can such a contention be seriously maintained?
